Medicaid Expansion & Recidivism Paper to Be Presented at WEAI Conference

Summary: The paper, “The Effect of Public Health Insurance on Criminal Recidivism,” authored by Carlos Navarro and former PERC Post-Doctoral Graduate Student Fellows Erkmen G. Aslim and Han Yu, will be presented at an upcoming Health, Crime and Deterrence session of the Western Economic Association International Conference.
 
The prevalence of mental health and substance abuse disorders is high among incarcerated individuals. Many ex-offenders reenter the community without receiving any specialized treatment and return to prison with existing behavioral health problems. This paper studies how increased access to health care through expansions in Medicaid coverage under the Affordable Care Act affect prison recidivism rates.
